A479: In most congregations, the imam recites them; because the Prophet (peace and blessings be upon him) used to recite them in the Fajr prayer. So, generally, the imam recites these two surahs following the example of the Prophet (peace and blessings be upon him). And if he omits them at times, that is better, so that people do not think it is an obligatory matter.
