Q2: What is the ruling on consistently reciting a specific surah? For example, our imam on Friday does not recite anything other than: (Al-Duha) and (Al-Sharh)?
A2: It is the Sunnah for the one praying to recite in the Fajr prayer on Friday the surah: Alif Lam Mim Tanziyl al-Sajdah, and to recite the surah:
Has there [not] come upon man a period of timeهَلْ أَتَى عَلَى الْإِنْسَانِ حِينٌ مِنَ الدَّهْرِ
[Al-Insan 76:1]
in the second rak'ah, and to recite in the Friday prayer: (Subhan) and (Al-Ghashiyah), sometimes the surah (Al-Jumu'ah) and the surah (Al-Munafiqun), and sometimes to recite in the Friday prayer:
Has there come to manهَلْ أَتَى عَلَى الْإِنْسَانِ
after al-Fatihah. As for consistently reciting the surahs Al-Duha and Al-Sharh - as mentioned in the question - it is contrary to the Sunnah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
