The Ruling on the Blood of Tamattu' and Qiran and Delaying Their Slaughter

Fatwa No. ( 18502 )
Q: As-salamu alaykum. A pilgrim came to me on the twentieth of Dhul-Hijjah, 1415 AH, who was obligated to offer the blood of tamattu'. He appointed me as his agent to purchase his sacrificial animal, slaughter it, and distribute it to the poor of Makkah al-Mukarramah . I carried out all of this properly and executed his request in the first of Muharram, 1416 AH. Is it permissible for him to appoint me as his agent? And is he absolved of his obligation since I slaughtered on his behalf on a day other than the Day of Sacrifice, but rather in the first of Muharram, 1416 AH? I ask for clarification of the ruling of the noble Shari'ah in this matter. May you be rewarded. My father, who encouraged me to direct this question to your eminence, did so because some of my colleagues objected to this agency and this slaughter on a day other than the Day of Sacrifice, and not even during the Days of Tashriq. This is the first point. Second, this situation recurs with us, the people of Makkah al-Mukarramah , in most years, because the pilgrim is in a hurry to travel, so he appoints an agent and then travels.
A: The blood of tamattu' and qiran is obligatory among the obligations of Hajj, and it must be slaughtered at its prescribed time, which is the Day of Sacrifice and the three Days of Tashriq. If its time passes before it is slaughtered, it is obligatory to slaughter it even after its time has passed. However, if the delay is without a valid Shari'ah excuse, the one who delayed its slaughter has committed a sin, and he must repent and seek forgiveness. This blood is among the financial acts of worship in which agency is permissible, so it is permissible to appoint an agent to slaughter it during its time or after its time has passed. The agent must fear Allah in performing this obligatory duty in the manner prescribed by the Shari'ah.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
