Leaving the overnight stay on the nights of the days of Tashriq in Mina while being able to do so

Machine translationRead the Arabic original
The first and fourth questions of Fatwa No. ( 18857 )
Q1: Last year, I was a pilgrim, and Allah decreed that on the night of the overnight stay in Mina , I did not know anything and slept outside Mina . This was on the first night. Then the second night came, and I also slept outside Mina in the same place next to the road until approximately one o'clock in the morning. A regular man nearby said: "We are outside Mina ; there is a sign indicating that we are outside Mina ." However, I went to enter but could not, because there was no space. I came here again but did not take his words seriously. I did not verify my situation until the third night when the atmosphere calmed down due to the departure of the hurried pilgrims. What is the ruling on me in this matter?
And is an expiation like a fidyah required of me? Is it possible to offer it outside Makkah , or only in the al-Masjid al-Haram ? Or is it possible to substitute the fidyah with something else, such as fasting or otherwise? Please clarify this, as the matter has become confusing for us, and we were unable to verify our status in it. We have turned to you by the command of Allah
So ask the people of the message if you do not know.فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لاَ تَعْلَمُونَ
[An-Nahl 16:43]

A1 : If you leave the overnight stay on the nights of the days of Tashriq in Mina while you are able to do so, then a fidyah is required of you. It is the slaughter of a sheep that is acceptable for the udhiyah, which you slaughter in Makkah and distribute among the poor of the Haram. If you are unable to slaughter the sheep, then you fast for ten days
