Q: In some rural areas, there are people who believe that it is not permissible to pay the zakah of livestock except to the employees sent by the state , knowing that there are poor people in the same areas where they live who are eligible for zakah. They are not willing to pay it to these eligible people, and the state does not demand it from them. Is their action correct or incorrect? Please issue a ruling, may Allah reward you.
A: If the custom is that government employees do not demand the payment of zakah to them on behalf of the government, then there is no harm in distributing it to the poor of the town or the place. However, if they do demand it, then it is obligatory to pay it to them in obedience to the one in authority. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
