Q: I am writing to you about the Diabetes Patients Committee, particularly in the area of Makkah al-Mukarramah . Given the large number of poor and needy people affected by this disease, who are unable to afford treatment, and most of whom cannot purchase the (insulin) necessary for their treatment, and since Allah the Exalted has guided me and a group of brothers to establish an association to help these patients, where we treat them and purchase the necessary medications for them directly without them paying any monetary amounts, therefore I and the association's family request your honor to kindly inform us whether it is permissible to pay zakah funds to these people or not ?
A: It is obligatory to give Zakah to the eligible recipient, and he spends it on his needs, such as treatment and other things. It is not permissible to give it to that association; because that involves withholding Zakah from the eligible recipients. Rather, that association should be funded from charitable donations.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
