Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. As for what follows: The Permanent Committee for Scholarly Research and Ifta reviewed what was sent to it by some of the advisors, registered with the General Secretariat of the Council of Senior Scholars under number (779) and dated 6/2/1421 AH, accompanied by a copy of a book titled: (Reminding the Victorious Group of Some Abandoned Sunnahs) compiled by the so-called: Mahmoud Imam Mansour, published by Dar al-Ma'athir in the city of the Prophet (peace and blessings be upon him) in 1420 AH.
Upon studying this book, it was found that its author built it upon a principle he established on his own, which is: that the actions of the Prophet (peace and blessings be upon him) done out of custom have the ruling of legislation and sunnah, just as his actions (peace and blessings be upon him) done out of worship, as on (p. 17). It is well known that mixing ordinary, innate actions with legislative ones is a pure error and a false principle, as established in the appropriate places in the books of usul al-fiqh. Based on this false principle upon which the author built his book, he fell into many scientific errors and jurisprudential anomalies. Indeed, he claimed as sunnah what the researchers have established to be an innovation when done out of habit. Among these branches where the author erred by claiming them to be sunnah are: the sunnah of lying down after the two rak'ahs of Fajr (p. 51), and the sunnah of remaining silent after the two rak'ahs of Fajr until the sun rises (p. 66). Indeed, it is established from him (peace and blessings be upon him) that he used to converse with his wife, the Mother of the Believers, A'ishah
- (may Allah be pleased with her) - after the Fajr prayer, as in Sahih al-Bukhari and others. Also, the sunnah of bringing the heels together in prostration (p. 86), whereas the sunnah is to keep them apart without strain; limiting the steps of the minbar to three steps (p. 131); the sunnah of unbuttoning (p. 212); the sunnah of wearing the turban with the knot (p. 222); and his statement that breaking the fast upon the sound of the cannon is an innovation (p. 135), among other things where he innovated by attributing to the sunnah what is not sunnah, causing confusion among the people with this. Therefore, the Permanent Committee for Scholarly Research and Ifta sees that this book should be prevented from being sold and circulated. It advises its author to seek religious knowledge from scholars known for their knowledge, virtue, sound creed, and correct and sound understanding. And Allah is the One who grants success. And may Allah send blessings and peace upon our Prophet Muhammad, his family, and his companions.
