Q: One of my relatives killed one of his relatives in the Jordanian territories, and by the law of that country, he was sentenced to six years in prison in Amman, then a general amnesty was issued for prisoners, and the prisoner was required to pay blood money amounting to twenty thousand riyals, according to the tribal settlement in Jordan, and this prisoner owned nothing of the world’s goods, neither did his brother, and all their relatives abandoned them in that land. At that time, I was an agent in the Saudi Army in Tabuk, and they stirred my spirit to rush to their aid, so I took leave for Jordan, and the Commander of the Armed Forces in Jordan issued a circular addressed to the Saudi forces, so I collected the full amount and paid it, and I was extremely exhausted by it. I was in need at the time, so I kept 3,500 riyals for myself from the amount
and paid it as the mahr for a bride, along with a small amount of money I had. Now, the prisoner who committed the murder is in al-Qaryat, married, with children and a real estate house, and he is a sergeant and a clerk. I want to get rid of this amount to ease my conscience and clear my record, so what should I do? Knowing that this amount was donated by soldiers, some donated ten riyals and others more, and they are scattered soldiers, and I do not know their owners. Please give us a ruling, may Allah reward you with good. Do I return the amount to the former prisoner who committed the murder because it was collected in his name, or do I distribute it as charity with the intention of those who donated it? This is from you, may you remain well.
A: If the situation is as you described, you must spend the amount on a purpose similar to the one for which it was collected. If you find around you someone who is liable for blood money but unable to pay it, do so; otherwise, give it as charity. We ask Allah to reward you for your assistance to your Muslim brother, and to forgive you for delaying the remainder of the amount that was left over from what you collected to pay the blood money that your companion bore. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
