Q 3: Is it permissible to make du'a for all the deceased when visiting graves, or
only for one's family?

A 3: Visiting graves is recommended for men only, for the sake of reflection and taking a lesson, and for greeting the deceased Muslims and making du'a for them in general, and specifically for the one whose grave is visited. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
