Q: Your Eminence: We inform you that we are a Hajj group. We purchase from a specialized entity that operates under a charitable organization in the sale of sacrificial animals and 'Id sacrifices. We pay them the full amount for the number of sacrificial animals and 'Id sacrifices. However, this entity conditions that we not deliver all the meat, either by taking a portion of it or a portion of each 'Id sacrifice and sacrificial animal, so that they can distribute it on their behalf.
What is the ruling on their condition and their taking of that? Please issue a ruling, may Allah reward you. May Allah preserve you and care for you.

A: First: No charitable organization, or any other entity, may accept agency for purchasing and slaughtering the sacrificial animal without a license from the state; due to the religious prohibitions involved: among them is the involvement of unqualified entities in performing this, and the fact that some fraudsters seize people's money without fulfilling the agreement, as is actually happening. Second: It is not permissible to condition a portion of the sacrificial animal or 'Id sacrifice for the selling entity or the agent to distribute through them, even if it is a charitable organization; because it is not valid to exclude anything from the sacrificial animal or 'Id sacrifice and cut off the owner's disposal of it regarding what is religiously obligatory, and because it resembles giving a portion of the sacrificial animal or 'Id sacrifice to something other than what it was designated for, which is forbidden.
