Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the General Manager of the Ministry of Commerce and Industry branch in Jeddah, via the honorable Director of the Dawah and Guidance Center in Jeddah , and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (11282) and date 23/12/1424 AH, which stated the following:
A letter was received by the Ministry branch from the General Manager of the Jeddah Islamic Port Customs , number (8 8942 7450) and date 27/11/1424 AH, inquiring about the possibility of clearing a shipment consisting of ihram garments belonging to the commercial establishment of Ahmad Muhammad al-Dini . The letter from His Excellency the General Manager of the Jeddah Islamic Port Customs referred to the Ministry letter number (15 33 4/1517) and date 1/8/1420 AH, which was based on the letter from His Eminence the Grand Mufti, Chairman of the Council of Senior Scholars, and the Department of Scientific Research and Ifta, number (2 3310) and date 16/7/1420 AH, regarding the ruling on using ihram garments with snaps, buttons, and the like , and the inquiries from some individuals and institutions about this matter. His Eminence requested the prohibition of importing this type of clothing mentioned, after the Council of Senior Scholars issued a decision prohibiting the use of ihram garments in the aforementioned form; because it involves difficulty and is a means of wearing sewn clothing in ihram. Since, after reviewing the attached sample of the ihram, it was found that it relies on using adhesive for fastening instead of a belt, I hope you will express your views regarding the ihram garments arriving at the aforementioned establishment and the extent to which it is possible to clear the aforementioned shipment or not, so that we can address the customs with the result.

After the Committee studied the inquiry, it answered that after reviewing the model
of the aforementioned ihram izar that relies on adhesive for fastening instead of a belt, it considered that there is no harm in using it during ihram, and that it does not fall under the prohibited sewn clothing for the one in ihram, and therefore there is no harm in importing and selling it.
