The criterion for travel that permits combining and shortening the prayer

Machine translationRead the Arabic original
Fatwa number ( 21702 )
Q 1: We are a group of people who work outside Riyadh at a distance of about 130 km, and our stay in the desert is about 24 hours , then we return to Riyadh , and this repeats for about two weeks. How should the prayer be during our stay in the desert: do we complete the prayer, or combine it, or shorten and combine it? Please guide us, may Allah reward you with the best reward.
A 1: If the matter is as you described, it is permissible for you to combine and shorten the prayer.
Q 2: We are a group of soldiers whose work base during Hajj is the city of Jeddah , then we go down to Mina on the fifth or sixth day of Dhul-Hijjah, or before or after that, and we remain in Mina until one or two days after the festival. How should the prayer be on these days: do we pray combined, or do we shorten and combine, or do we shorten only without combining, or do we complete the prayer? Please issue a ruling for us, may you be rewarded.
A 2: If you know that your stay in Mina will exceed four days, then it is obligatory for you to complete the prayer. As for if you do not know the duration of the stay with certainty, you may shorten the prayer while performing each prayer in its proper time, and if you combine the two prayers, whether by bringing the first forward or delaying the second, there is no harm.
Likewise, if you know that your stay will be four days or less. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
