Q: We inform you that we are military personnel residing in a remote area approximately forty kilometers (40 km) from the city of Rafha . Since we are assigned to work in this area for three months, should we complete the prayers and establish the Friday prayer? What about the sunnah and voluntary prayers? Please note that we have a permanent mosque where we perform the five daily prayers. We also inquire about the permissibility of combining the Dhuhr and Asr prayers during times of heavy dust, and whether it is permissible for us to wipe over our leather socks as residents or as travelers?
A: The condition for the journey in which prayer is shortened is that its distance must be
eighty kilometers or more, which is equivalent to a two-day journey for a mount. Based on this, it is not permissible for you to shorten the prayer, because the place you are traveling to is less than the distance prescribed by the Shari'ah. It is also not permissible to combine the two prayers. Rather, you must perform each prayer in its proper time, in full. You may wipe over your leather socks for one day and one night only (the wiping of a resident). It is not permissible for you to perform the Friday prayer; rather, you should perform the Dhuhr prayer, unless there is a town around you where the Friday prayer is established, in which case you should pray with them and follow them. It is prescribed for you to perform the sunnahs, such as the rawatib, witr, and others. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
