Fatwa No. ( 13998 )
Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Director of the Department of Religious Affairs of the Armed Forces, in his letter number (2\10\2499) dated 14\7\1411 AH, which was forwarded to the Committee by the General Secretariat of the Council of Senior Scholars with number (3195) dated 15\7\1411 AH. His Excellency asked a question that appeared in the letter of the Head of Religious Affairs at King Abdulaziz Naval and Eastern Base , the text of which is: We inform you that we have received several inquiries from personnel of the base regarding dealing with danger announcements issued by alarm sirens or media devices at times when people are in prayer , whether they are in congregation in the mosque or on the deck of a ship, or individually as in the case of women or voluntary prayers, and how they can complete the prayer. Is the prayer to be interrupted? If it is interrupted, do they repeat it from the beginning, or complete the remainder, or do they continue to complete their prayer in the time
in which they move to take shelter in a safe place or head to their required location, whether on the ship or in the office according to the nature of their duty? And if the matter only requires wearing the mask, can they wear it while continuing in prayer? Therefore, we submit this inquiry to you and hope for your review and writing to the concerned religious authorities to answer it, hoping that the answer will be comprehensive and prompt given the importance, and peace be upon you.
After the Committee’s study of the inquiry, it answered as follows: First: All people who have no involvement in the war and are not in a place of danger should complete their prayer upon hearing the alarm sirens or media devices; for there is generally no danger in that. Second: Whoever is in a place of general danger, such as those on ships, at airports, and at military bases, and whoever is in the place of confrontation with the enemy, they must interrupt it upon hearing the alarm sirens to do what is necessary of precaution and confrontation; for Allah the Exalted and Sublime said:[An-Nisa 4:71] And they must repeat the prayer in full when the fear is removed if it was obligatory, whereas voluntary prayers do not require making up.
Third: Whoever needs to wear the mask in prayer, he wears it and continues in his prayer, and there is no blame in that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
