The questioner : May Allah reward you. The questioner from the Prophet's city says: I traveled in one of the years intending to perform 'Umrah and visit some relatives in the city of Jeddah. On the way, an accident happened to me, and some of the passengers with me sustained minor injuries. As a result, I stopped in the city of Rabigh for three days. When I entered the detention facility, I exited my state of ihram, and after three days, I was released due to a pardon and returned to the city. I did not complete my 'Umrah. Is there anything required of me? Please note that I have performed Hajj four times since then and performed 'Umrah more than six times?

The Shaykh : If this man had made a condition when he entered the state of ihram, saying, "O Allah, if I am prevented by a preventer, then my place of exiting ihram is where I am prevented," then he owes nothing. If he did not make a condition, the scholars (may Allah have mercy on them) differed regarding being prevented by other than an enemy.
Some of them said: If he is prevented by other than an enemy, he remains in his state of ihram until the prevention is lifted, and then he completes it. Others said: Rather, it is like being prevented by an enemy. And Allah the Exalted said:
But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals فإن أحصرتم فما استيسر من الهدي
[Al-Baqarah 2:196]
Therefore, it is obligatory upon him—meaning the one who is prevented from completing the rites by illness, a fracture, or the like—that he slaughter a sheep at the place of his prevention, and that is sufficient.
This questioner did not do any of this. The least thing we say to him is that he is required to pay a fidyah (ransom payment) for the prevention and not completing the rites. He should slaughter it in the place where he was prevented or in Makkah and distribute it to the poor.
