Oil employees who move within the sea in fixed locations

Machine translationRead the Arabic original
Fatwa number ( 16481 )
Q: They are employees working in the oil sector in the Arabian Gulf, located 110 km from the mainland. They are in fixed sites built of iron in the shape of a three-story house, containing rooms where they reside, a kitchen, a laundry, and a mosque that accommodates approximately 25 worshippers. Their transportation is by helicopter or boat, and there are similar sites at varying distances. Their work requires them to stay in this site for 14 consecutive days. Two Fridays may pass during this time: one Friday they work from 5:00 AM to 5:00 PM, and another Friday they work from 5:00 PM to 5:00 AM. The issue of Friday prayer has become confusing for them: is it obligatory for them or not? They ask for a ruling on this matter. May Allah reward you with good.
A: The condition for the obligation and validity of establishing Friday prayer is permanent settlement in a place in dwellings built with what is customary for construction. The situation you described does not meet this condition. Therefore, it is not permissible for you to establish Friday prayer, and it is obligatory for you to pray the midday prayer (Zuhr). And Allah knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
