The Shaykh : Yes, yes, it is permissible for them to resolve their intention for Hajj from this country.

The questioner : Yes.

The Shaykh : And their travel from their countries to here is for seeking a lawful livelihood, which a person provides for his widows and poor children and dependents. There is no doubt that this is a good deed. In a hadith from the Messenger (peace and blessings be upon him), he said:
The one who strives for the sake of a widow and the poor is like the one striving in the cause of Allah, and I think he said: like the one who fasts and does not break his fast, and the one who stands in prayer and does not rest. الساعي على الأرملة والمساكين كالمجاهد في سبيل الله وأحسِبه قال كالصائم لا يُفطر وكالقائم لا يفتر
Sahih Ibn Hibban 17:33
So, if they come to seek the livelihood by which they strive for their children and their children who are unable to earn a living, they are undoubtedly among the poor. In this case, they are like those striving in the cause of Allah, or like the one who fasts and does not break his fast, and the one who stands in prayer and does not rest. And they may form the intention for Hajj from here, from the Kingdom of Saudi Arabia, even if they are in Makkah, for example.
