Question:
He also says: I spent a full year in Makkah, and the obligation of Hajj came, and praise be to Allah, I performed the obligation. Do I owe an expiation, or fasting? Please give me a ruling, and may Allah guide you.
Many of the brothers who are not from the Kingdom of Saudi Arabia; if they are residents in the Kingdom, they hesitate to perform Hajj; because they did not form the intention from their home country from which they came?
Answer:
You have no blame in that, and you owe no expiation; if you did not leave out an obligatory act of Hajj, and did not commit a forbidden act among the prohibitions, then there is nothing wrong with you, and there is no blame in your entering the state of ihram for Hajj from Makkah, if you came to Makkah for one of the works, and then you decided to perform Hajj after that, then there is no blame in that, and likewise 'Umrah, if you came to Makkah for one of the works, trade, or otherwise, and then you decided to perform 'Umrah; then there is no blame on you to perform 'Umrah from the halal area, you go out to the outskirts of Makkah, to the halal area, and perform 'Umrah from al-Tan'īm or elsewhere, this is permissible.
As for Hajj: there is nothing wrong with entering the state of ihram for it from Makkah itself, if you arrived there without the intention of Hajj and 'Umrah, and you only arrived for work, and then you decided to perform Hajj; then there is no blame on you to enter the state of ihram from Makkah for Hajj, and your Hajj is valid, if you complete what is obligatory in it, yes.
