Delaying the Fajr prayer until the sun rises

Machine translationRead the Arabic original
The fifth question of Fatwa No. ( 19160 )
Q 5: Is it permissible to delay the Fajr prayer until the sun rises , and what is the ruling on one who delays it, and is it permissible to pray after the sun rises (voluntary prayers) until the sun reaches its zenith?
A 5: It is not permissible to perform the prayer outside its time, neither the Fajr prayer nor
any other; because of the saying of Allah the Exalted:
Indeed, prayer has been decreed upon the believers a decree of specified times.إِنَّ الصَّلاَةَ كَانَتْ عَلَى الْمُؤْمِنِينَ كِتَابًا مَوْقُوتًا
[An-Nisa 4:103]
And there is no harm in praying voluntary prayers between the rising of the sun and its standing before the zenith, especially the Duha prayer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
