The Descent of the Qur'an on the Night of Decree

The first question of Fatwa No. ( 14599 )
Q1: The Master, Mighty and Majestic, said:
Indeed, We sent the Qur'an down during the Night of Decree.إِنَّا أَنْـزَلْنَاهُ فِي لَيْلَةِ الْقَدْرِ
[Al-Qadr 97:1]
meaning: the Noble Qur'an. And since the Messenger (peace and blessings be upon him) specified the Night of Decree in the last ten nights of the noble month of Ramadan, as he said:
so seek it in the last ten nightالتمسوها في العشر الأواخر

why do some go to the extent of saying that the Noble Qur'an witnessed its descent on the seventeenth night of Ramadan?

A1 : The Noble Qur'an was sent down in its entirety to the House of Glory in the lowest heaven on the Night of Decree in the month of Ramadan. Allah the Exalted said:
The month of Ramadhan [is that] in which was revealed the Qur'an, a guidance for the peopleشَهْرُ رَمَضَانَ الَّذِي أُنْـزِلَ فِيهِ الْقُرْآنُ هُدًى لِلنَّاسِ
[Al-Baqarah 2:185]
, and Allah the Exalted said:
Indeed, We sent the Qur'an down during the Night of Decree.إِنَّا أَنْـزَلْنَاهُ فِي لَيْلَةِ الْقَدْرِ
[Al-Qadr 97:1]
, then it was sent down to the Prophet (peace and blessings be upon him) in portions according to events and circumstances over twenty-three years. And Imam Ahmad narrated through his chain from Wathilah ibn al-Asa' (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said:
The tablets of Ibrahim were sent down on the first night of Ramadan, the Torah was sent down when six nights had passed of Ramadan, the Gospel was sent down when thirteen nights had passed of Ramadan, and Allah sent down the Qur'an when twenty-four nights had passed of Ramadanأنزلت صحف إبراهيم في أول ليلة من رمضان، وأنزلت التوراة لست مضين من رمضان، والإنجيل لثلاث عشرة خلت من رمضان، وأنزل الله القرآن لأربع وعشرين خلت من رمضان
, and al-Bukhari narrated from Ibn Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said:
Seek laitat al-Qadr in the last ten night of Ramadan. When nine (nights) remain (i.e. on the twenty first) , when seven (night) remain (i.e. on the twenty third), and when five (nights) remain (i.e. on the twenty fifth).التمسوها في العشر الأواخر من رمضان، في تاسعة تبقى، في سابعة تبقى، في خامسة تبقى

, and in (Sahih Muslim ) it is stated that it is the twenty-seventh night, and it was said that the Night of Decree is the seventeenth night because it is the night of the Battle of Badr al-Kubra, and when Abu Dawud narrated in (al-Sunan) from Ibn Mas'ud (may Allah be pleased with him), he said: The Messenger of Allah (peace and blessings be upon him) said:
Seek it (laylat al-Qadr) on the seventeenth night of Ramadanاطلبوها ليلة سبع عشرة من رمضان

. But there is a discussion regarding this hadith; because in its chain is Hakim ibn Saif , so the correct view is that the Night of Decree is in the last ten nights of Ramadan, and it is more likely to be in the odd-numbered nights. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
