A vow to provide clothing for a poor woman, then learning she needs money: does this change the vow?

Fatwa number ( 16262 )
Q: I made a vow to Allah that if Allah grants us success in a certain matter, I would provide clothing for a poor woman. Praise be to Allah, He granted us success in this matter. I learned that she needs money more than clothing, so I fulfilled the vow with money instead of clothing, in an amount equal to the price of the clothing. What is the ruling in the religion?
A: If one vows a specific item of a permissible type, he is obligated to fulfill what he named in the vow. Since you vowed to provide clothing for a poor woman, you are obligated to do so, and paying her money is not sufficient. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
