How to identify the poor person who is fed from the expiation

Machine translationRead the Arabic original
The first question of Fatwa number ( 6737 )
Q1: What is the expiation for an oath, and if it involves feeding the poor, how do you identify the poor? Are they any beggars, or are they known individuals with specific conditions, such as praying? Are children considered poor even if their families have a medium or limited income? And are animals and birds considered poor, such that feeding them counts as expiation for the oath?
A1: The expiation for an oath is: feeding ten poor people from the mid-grade of food, or clothing them, or freeing a believing slave. If you do not find the means to do so, fast for three days. The poor are those who find part of their needs but are given what completes them. As for children, if they are poor due to their own poverty and the poverty of their guardians, they are given according to their needs. As for birds and animals, no obligatory charity is spent on them;
such as zakah and expiation, but they may be fed from voluntary charity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
