A man who owes the expiation for an oath wants to feed the poor but cannot find any; what should he do?

The questioner : O Shaykh, it is known that the expiation for an oath has three levels. The first level is feeding, the second level is fasting, and the third level is freeing a slave. If one cannot find poor people to feed the ten poor persons, may he spend it in the cause of Allah, sending it in the cause of Allah to the Afghan mujahideen or any other group?

The Shaykh : If he cannot find the poor, he descends to the other level and fasts for three days, because he did not find the recipient. Transferring it to another recipient is contrary to the text, so we must adhere to what we are able to apply from the text in this situation.
