Q1: I owe the expiation for an oath, which is feeding ten poor people, clothing them, or fasting. However, none of the poor people pray. Is it permissible to give to these people? How should I perform this expiation?
A1: It is obligatory to give the expiation for an oath to poor Muslims,
and it is not permissible to give it to one who does not pray; because one who leaves prayer out of denial of its obligation is a disbeliever by consensus, and one who leaves it out of negligence is a disbeliever according to the stronger of the two opinions of the scholars. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
