Paying the expiation for an oath to ten poor people

Machine translationRead the Arabic original
The third question of Fatwa No. ( 15347 )
Q 3: A person paid a sum of money due to breaking an oath, intending for it to be used to feed ten poor people. We could not find ten separate individuals in the neighborhood. Is it permissible to pay this amount to a family that has this number or more or fewer? How is the feeding to be carried out? Is the amount paid, or is feeding obligatory as stated in the Book of Allah the Exalted? Or is rice, oil, chicken, or meat given to them? May Allah reward you with good, and may Allah guide you.
A 3: It is obligatory to pay the expiation for an oath to ten poor people; because Allah the Exalted said:
the feeding of ten needy peopleإِطْعَامُ عَشَرَةِ مَسَاكِينَ
[Al-Ma'idah 5:89]
, and if he pays it to the house of a poor family consisting of ten or more, that suffices. If they are fewer than ten, the ten are completed from others. The expiation is paid in food, the amount of half a sa' (a dry measure of about 3 kg) for each poor person, from the staple food of the country. If he adds to it a dish of meat, fat, or oil, that is better. It is not permissible to pay it in cash; because
that is contrary to what is explicitly stated in the Noble Qur'an. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
