Q1: I have multiple expiations for oaths, and when I wanted to expiate them, I did not know how to proceed, as there is no poor person or needy person available. Is it permissible for me to expiate with money, and how much do I give to each poor person? Is it permissible to give it to the donation committees for the mujahideen of Afghanistan and others?
A1: First: The expiation for an oath is: freeing a believing slave, or feeding ten
poor people, or clothing them. Whoever does not find the means to do so must fast for three days. The basis for this is the saying of Allah the Exalted:[Al-Ma'idah 5:89] Second: If oaths are multiplied before the violation, and the matter sworn upon is the same, then only one expiation is obligatory. However, if the oaths are multiplied and the matter sworn upon changes, then a specific expiation is obligatory for each oath. Third: The expiation for an oath is to be given to the poor, as Allah the Glorious and Exalted mentioned. There is no harm in directing it to the mujahideen in the path of Allah; because Allah mentioned them among the recipients of zakah, especially if there are no poor or needy people to give it to. Fourth: It is not permissible to pay out money as the expiation for an oath; because it is contrary to the text mentioned by Allah, and your Lord is not forgetful, so He did not mention that money is to be given in place of the specified expiation.

Allah will not impose blame upon you for what is meaningless in your oaths, but He will impose blame upon you for [breaking] what you intended of oaths. So its expiation is the feeding of ten needy people from the average of that which you feed your [own] families or clothing them or the freeing of a slave. But whoever cannot find [or afford it] - then a fast of three days [is required]. That is the expiation for oaths when you have sworn
