If a person commits to fasting while he is unable to do so, does he expiate with the expiation of an oath?

Fatwa number ( 12439 )
Q: My father wanted to marry me off in a shighar marriage, so I vowed that if I were saved from
this marriage, I would fast for nine months. I was saved, praise be to Allah. Is the vow binding on me?
I was fourteen years old at the time and had not started menstruating, meaning menstruation had not come to me, and I do not know if the other signs of puberty were present or not. I have now fasted one month of it and stopped to look into the ruling on whether it is binding or not. May Allah preserve you, and peace be upon you.

A: You are not required to fulfill the aforementioned vow due to the doubt regarding your reaching the age of accountability, and the original state is the absence of accountability. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
