Q: I have an uncle, my mother's brother, who is Palestinian and resides in Lebanon, and his home is in Palestine Acre inside the occupied territory. This uncle has been married for twenty-five years, and about two years ago he was blessed with a daughter. The question is: Before our uncle was blessed with any child, Allah the Exalted and Sublime made me vow: If Allah the Exalted and Sublime blesses me with any child, whether a boy or a girl, I will visit the shrine of Prophet Shu'ayb. This shrine is claimed to be located in Palestine inside the occupied territory, and it has become customary for the people of that region to visit it. According to what has happened in the past and currently, reaching this place is extremely difficult, as my uncle is in Lebanon and is not permitted to go to Palestine inside the occupied territory. Now, O honorable Shaykh: What is your opinion on this? Must he fulfill his vow no matter how difficult it is to reach, or is it possible to expiate for it by feeding the poor or fasting, or is it not permissible? Because I know that it is not permissible to travel except for three purposes: visiting the Sacred Mosque in Makkah and the Prophet's Mosque and al-Aqsa .
A: If the situation is as described, it is forbidden for him to fulfill his vow; because it is a vow of disobedience; because a vow is an act of worship and that is not done except for Allah. He must repent to Allah from that, seek His forgiveness, and not return to what he did, and feel regret for what has passed. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
