The first question of Fatwa No. ( 2206 )
Q1: Among the things people have become accustomed to in obtaining a passport:
is the testimony that so-and-so was born in Bahrain, whether they are certain of that or not. Is this from false testimony?

A1: It is not permissible for a person to testify except with what he knows by sight or hearing; for Allah the Exalted said:
but only those who testify to the truth [can benefit], and they know.إِلا مَنْ شَهِدَ بِالْحَقِّ وَهُمْ يَعْلَمُونَ
[Az-Zukhruf 43:86]
, and He said:
And do not pursue that of which you have no knowledgeوَلاَ تَقْفُ مَا لَيْسَ لَكَ بِهِ عِلْمٌ
[Al-Isra 17:36]
the verse. And it was narrated from Ibn Abbas (may Allah be pleased with them both) that he said:
The Messenger of Allah (peace and blessings be upon him) was asked about testimony. He said: Do you see the sun? He said: Yes. He said: Testify like that or leave it.سئل رسول الله صلى الله عليه وسلم عن الشهادة، قال: هل ترى الشمس؟ قال: نعم، قال: على مثلها فاشهد أو دع
Al-Khallal narrated it. Based on what has preceded, it is not permissible for a person to testify that so-and-so was born in Bahrain unless he knows that. And whoever testifies that so-and-so was born in Bahrain while knowing from himself that he is lying, this is false testimony, and the warning established in the Qur'an and the Sunnah applies to him.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
