Severing family ties if it leads to harm

The second question of Fatwa No. ( 15632 )
Q2: The Messenger (peace and blessings be upon him) said:
Anyone who cuts off relationship from his nearest relatives will not enter Paradise.لا يدخل الجنة قاطع رحم
Sunan Abi Dawud 1696Sahih (Al-Albani)
. And he (peace and blessings be upon him) said:
He the Exalted says: I am al-Rahman (the Most Merciful) and you are al-Rahim (the family tie); so whoever maintains you, I will maintain, and whoever severs you, I will sever.يقول تعالى: أنا الرحمن وأنت الرحم فمن وصلك وصلته ومن قطعك قطعته
First: this means one who severs family ties, such as a sister, a maternal aunt, a paternal aunt, a brother’s daughter, a sister’s daughter, and other relatives. It is well known that the daughters of a maternal or paternal aunt are not permitted to uncover their faces before him. The question: We live in a remote, underdeveloped area where women do not observe the hijab. When you visit your maternal or paternal aunt, you find her daughters there and are forced to shake their hands. If you do not shake their hands, your aunt rebukes you and becomes angry with you. Is it permissible to refrain from visiting your paternal or maternal aunt until you find her alone, or not?

A 2: Maintaining family ties is obligatory by Islamic law, and the paternal and maternal aunts are among those for whom maintaining ties is particularly emphasized, provided that this does not lead to harm, such as the presence of the daughters of the paternal or maternal aunt who are not your mahram—as in the question—and you are unable to rebuke them for what they do that contradicts the pure Shari'ah. You should choose an appropriate time to visit your paternal or maternal aunt or the like, a time when you are safe from free mixing with those who are not your mahram. You should also explain to your paternal or maternal aunt or the like the Islamic ruling, and that it is not permissible for a man to shake hands with a woman who is not his mahram.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
