Q: In this era, especially among the Bedouin, there are medicines made from ground tobacco, used as snuff in the nose. They claim it is a cure for the head, knees, and bones. It may not be free from the addition of some alcohol to it, as someone I trust has informed me that it numbs and causes drowsiness when used. What is its ruling?
A: Since the questioner mentioned that these medicines are made from ground tobacco, used as snuff in the nose for the purpose of treatment, and that someone he trusts informed him that it numbs and causes drowsiness, the Committee has responded as follows: Based on the fact that it numbs and causes drowsiness, it is not permissible to use it for treatment; because it is forbidden. Among the evidence indicating the prohibition of treating with forbidden things is what al-Bukhari narrated in his (Sahih) as a hanging narration from Ibn Mas'ud (may Allah be pleased with him): (Indeed, Allah has not made your healing in what He has forbidden to you). And al-Tabarani transmitted it with a chain whose narrators are the narrators of the authentic collections, and Ahmad and Ibn Hibban in his (Sahih), and al-Bazzar and Abu Ya'la in their (Musnads), and the narrators of Abu Ya'la are the narrators of the authentic collections. And what Muslim narrated in his (Sahih) from Tariq ibn Suwayd al-Ja'fi :
Tariq b. Suwaid asked the Prophet about wine and he forbade him. When he told him that he made it only as a medicine he replied, “It is not a medicine, but is a disease.”أنه سأل النبي - صلى الله عليه وسلم - عن الخمر، فنهاه، وكره أن يصنعها، فقال: إنما أصنعها للدواء، فقال: إنه ليس بدواء ولكنه داء

. And in (Sahih Muslim ) from Tariq ibn Suwayd al-Hadrami
He said: I said: O Messenger of Allah, in our land there are grapes which we press, and we drink from them. He said: No. I consulted him again and said: We seek healing for the sick with it. He said: That is not healing, but it is a disease.قال: قلت: يا رسول الله: إن بأرضنا أعنابًا نعتصرها، فنشرب منها، قال: لا فراجعته، قلت: إنا نستشفي للمريض، قال: إن ذلك ليس بشفاء ولكنه داء
, and the compilers of the (Sunan) narrated from Abu Hurayrah (may Allah be pleased with him), who said:
He said that God’s Messenger forbade the sale of excess water. Muslim transmitted it.نهى رسول الله عن الدواء الخبيث

, and Abu Dawud narrated in the (Sunan) from the hadith of Abu al-Darda' , who said: The Messenger of Allah (peace and blessings be upon him) said:
Allah has sent down both the disease and the cure, and He has appointed a cure for every disease, so treat yourselves medically, but use nothing unlawful.إن الله أنزل الداء والدواء، وجعل لكل داء دواء، فتداووا ولا تداووا بحرام

And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
