Q: I hope you will answer the following: 1 - Is the blood money for accidental killing obligatory upon the 'aqilah of the person if they are able to pay it? Knowing that their number exceeds two hundred individuals. 2 - Is it permissible for the 'aqilah of the person to go out and beg other tribes to pay this blood money, while they are not paying anything despite having the ability? Many of our tribes have become accustomed to this, so perhaps they obtain the value of the required blood money and eat twice that amount from the Muslims, without their 'aqilah paying anything, even though they are capable. With your awareness that this method of asking other tribes outside the 'aqilah (the 'aqilah of the person) is a spreading disease among most of the Bedouin tribes in the Kingdom.
A: First : If the reality is as mentioned, that the 'aqilah of the one who killed by accident is able to pay the blood money for accidental killing, then it is obligatory upon them to pay it according to the Shari'ah. Second : If the reality is as mentioned, regarding the ability of the 'aqilah of the one who killed by accident
to pay the blood money, it is not permissible for them to beg to collect it from other than the 'aqilah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
