Can two brothers have sisters as their wives?

The first question of Fatwa number ( 5381 )
Q1: A man has two sons: an older one and a younger one, and another man has two daughters: an older one and a younger one. Is it permissible for the first man to marry these two daughters to his sons? And is this considered marrying two sisters, as Allah the Exalted said:[An-Nisa 4:23] ?
A1: If the situation is as described, with the two sons belonging to one man and the two daughters to another, then it is permissible for each of the sons to marry one of the daughters, provided there is no breastfeeding relationship that makes marriage forbidden between them. This case does not constitute marrying two sisters, since each daughter is with a different son. Rather, the prohibition refers to marrying two sisters to one man. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
