The questioner : A man is herding camels far from settlements and has not found water for a long time, living on camel milk instead of water during this period, and his wife is with him. Is it valid for him to perform tayammum and pray? What should he do regarding the ghusl? And is traveling with these camels in search of pasture considered permissible travel that allows the rulings of travel, such as shortening the four-unit prayer, breaking the fast in Ramadan, and others?

The Shaykh : It is permissible for a traveler who lacks water to do everything that is permissible for him in the presence of water, such as having intercourse with his wife, kissing her, and so on. If the ghusl for janabah becomes obligatory upon him, he performs tayammum if he does not find water. If he performs tayammum, his state of janabah is lifted, but this lifting is temporary until he finds water. If he finds water, it becomes obligatory for him to perform ghusl.
As for his taking advantage of the dispensations of travel, it depends on the situation. If the place where he is herding is his place of residence, such that he knows he will remain there permanently, then he does not take advantage of the dispensations of travel. However, if he stays there for days and then moves to another place, and so on, and this is not his place of residence—his place of residence and dwelling being elsewhere—then he takes advantage of the dispensations of travel.
