Q: We are a company that transports female students in Jeddah from home to the university or school or college, and back, in buses with a capacity of 12 passengers, and the driver has a mahram with him. Sometimes we transport teachers and female students in groups from one location to and from Makkah and Rabigh and Mastaoura, and the distance can sometimes be from 200 to 500 kilometers, but they return on the same day, also in groups, and the driver has his mahram with him. What is your ruling on this?
A: It is not permissible for a Muslim woman to travel without a mahram; because of the saying of the Prophet (peace and blessings be upon him):
A woman should not travel except with a mahramلا تسافر امرأة إلا مع ذي محرم
Musannaf Ibn Abi Shaybah 9:2565
It is agreed upon as authentic. And the Prophet (peace and blessings be upon him) said:
A man must never be alone with a woman unless there is a Mahram with her. A woman also may not travel with anyone except with a Mahram (relative).” A man stood up and asked, ‘O Messenger of Allah! My wife has gone for Hajj while I am enlisted for such and such a battle, what should I do?’ The Messenger of Allah (ﷺ) replied, “Go and join your wife in Hajj.لا يخلون رجل بامرأة إلا ومعها ذو محرم، ولا تسافر المرأة إلا مع ذي محرم، فقام رجل فقال: يا رسول الله: إن امرأتي خرجت حاجَّة وإني اكتتبت في غزوة كذا وكذا، فقال رسول الله صلى الله عليه وسلم: انطلق فحج مع امرأتك

Narrated by al-Bukhari and Muslim . So the woman is prohibited from everything called travel, except if she has a mahram with her who protects her, guards her, and attends to her needs. The mahram is: her husband, or one who is permanently forbidden to her due to kinship, breastfeeding, or in-law relations, such as her father, her son, her brother, her brother's son, her paternal uncle, her maternal uncle, her husband's father, her husband's son, her son through breastfeeding, or her brother through breastfeeding, and the like. And whether the woman is young or old, and whether she is alone or with women; because a group of women is not sufficient in place of a mahram; due to the generality of the hadiths and the fact that the danger is not removed. So it is obligatory for women and their guardians to fear Allah, and to adhere to the commands of Allah and His Messenger, and to leave what Allah and His Messenger have forbidden, especially in maintaining modesty and chastity, and avoiding the means of evil and corruption. And it is not permissible for greed for this world to lead them to be lax in this matter. And it is a condition for the mahram considered valid by the Shari'ah: that he be of age and sane, so one who is not of age is not considered a mahram for his mother or sister or others. And a woman is not a mahram for a woman, and therefore the presence of the driver's wife with him does not remove the danger regarding the travel of non-mahram women with him or his seclusion with them. And therefore, making a profession of traveling with female students or teachers is a forbidden act, and whoever does it must repent and seek forgiveness and not return to it. And in the lawful means of earning there is sufficiency from what is forbidden by the Shari'ah.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his companions.
