Q: Men from the tribes gather on many occasions, the most prominent of which is the wedding. They bring in what they call the "muzalf," who plays the drum for them, for a fee ranging from three thousand to five thousand Saudi riyals, on the condition that he stays with them for the entire day. They perform the "ardha" (a traditional dance) at times other than prayer, and this is what they claim keeps them from being distracted from worship. However, they say it is an opportunity for the tribe to gather and announce the wedding, among other things they mention. When one of the brothers—may Allah reward him with good—advised them that they could replace this "ardha," which uses the drum, with valuable lectures that everyone could benefit from and that would raise the new generation, they requested a fatwa issued by the Permanent Committee for Scholarly Research and Ifta. Please issue a ruling for us, may Allah reward you with the best reward.
A: What is prescribed in announcing a marriage is gathering for greetings, getting to know one another, fostering affection, and the groom preparing a wedding feast for the occasion. It is also prescribed for women to play the hand drum to announce the marriage. As for what you mentioned regarding bringing in the "muzalf," it is not permissible, and the amount paid to him is forbidden; it is not permissible to pay it or to accept it.
