Q 8: What is your opinion regarding a woman uncovering herself and going out among men while her family are Muslims, they attend congregational prayers, and they fast, and when the woman is reprimanded she brings up excuses? Does her persistence in the evil and her open display of the evil expel her from the religion? And what is the ruling on her performing some of Islam? May Allah reward you with good.
A 8: It is forbidden for her to go out uncovered, and it is forbidden for her to mix with men as well; because of the fitnah (trial, discord or temptation) in that, and the spread of evil and corruption. No excuse is accepted for her in this indecency, and her guardian must prevent her. And the general authority and its deputies must take hold of her and restrain her evil from the society. If she persists, she is to be disciplined in a way that deters her and those like her. She is not declared a disbeliever for her persistence unless she believes that this evil or something similar to it is permissible.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
