Q: I submit this letter to your Eminence, in which I ask about the permissibility of opening a women's café in the city of Riyadh , where the workers are women, men are not allowed to enter, and smoking, ma'assel, or shisha are not permitted. It is limited to soft drinks, tea, coffee, and light meals, for the purpose of innocent entertainment that aligns with our customs and traditions? Please issue a ruling, may Allah reward you with good and benefit all Muslims with your knowledge.
Allah [with] your knowledge of the Muslims in general.
A: It is not permissible to open women's cafés or restaurants; because of the fitnah (trial, discord or temptation) and corruption that result from it. The evidences from the Book and the Sunnah indicate prohibiting the means that lead to that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
