Entering Makkah without entering the state of ihram

Machine translationRead the Arabic original
Fatwa number ( 9319 )
Q: A man and his brother went to the Noble Makkah during the days of Tashreeq, and they did not enter the House, nor did they perform tawaf, nor sa'y. Their purpose in going was to receive the body of their father who had passed away there, as they were in grief and preoccupation, and they had never entered Makkah before that. What expiation is required of them? May Allah reward you with the best reward and make our work and your work pure for the face of Allah the Most Generous. .
A: If the situation is as described, there is no blame on them and no expiation is required. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
