Q8: Is the Farewell Tawaf obligatory among the obligations of 'Umrah for one who is outside the sacred precinct and resides in Ta'if ?
A8: The person performing 'Umrah from the people of Ta'if if he intends to leave Makkah
after performing his 'Umrah, he should perform the Farewell Tawaf; due to the generality of the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 1327 , narrated by Ahmad, Muslim, Abu Dawud, and Ibn Majah, and in another narration: Sahih Muslim 1328a , agreed upon by al-Bukhari and Muslim. There is a difference of opinion regarding its obligation for the person performing 'Umrah, but this is the most cautious position for him; acting in accordance with the generality of the Sunnah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

لا ينفرن أحد حتى يكون آخر عهده بالبيتThe people were commanded (by the Holy Prophet) to perform the last circumambulation round the House, but menstruating women were exempted.
أُمِرَ الناس أن يكون آخر عهدهم بالبيت، إلا أنه خفف عن المرأة الحائض
