The second question of Fatwa No. ( 2213 )
Q2: I used to require the 'umrah pilgrims to perform the farewell tawaf when they left the sacred precinct, and I heard from your Eminence in your lecture at the Haram that there is no farewell tawaf for it, so I hope for further clarification on this topic.
A2: It is obligatory for one who has performed Hajj at the House of Allah to perform the farewell tawaf when he departs; based on the statement of Ibn 'Abbas (may Allah be pleased with them both): “The people were commanded that their last visit should be to the House, except that it was made easier for the menstruating woman,” agreed upon by al-Bukhari and Muslim, and based on his saying: , narrated by Ahmad and Muslim, and this is a command for the pilgrims by the context of the situation, for he (peace and blessings be upon him) said it upon the completion of Hajj; as guidance for the pilgrims. As for the 'umrah pilgrim, it is not obligatory for him to perform the farewell tawaf, but it is a recommended practice for him to perform it when he departs; due to the lack of evidence for its obligation, and because he (peace and blessings be upon him) did not perform the farewell tawaf when he left Makkah
after the 'Umrah of al-Qada', as we know from his Sunnah in that regard. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

كان الناس ينصرفون من كل وجهة؛ فقال رسول الله صلى الله عليه وسلم: لا ينصرف أحد حتى يكون آخر عهده بالبيتafter the 'Umrah of al-Qada', as we know from his Sunnah in that regard.
