Answer: There is scholarly disagreement regarding the obligation of the farewell circumambulation, and the correct view is that it is obligatory for the pilgrim performing Hajj and recommended for the pilgrim performing 'Umrah. This is based on the statement of the Prophet (peace and blessings be upon him) to the people during the Farewell Pilgrimage:
None of you should depart until his last visit is to the Houseلا ينفرن أحد منكم حتى يكون آخر عهده بالبيت
narrated by Muslim. And in the two authentic collections, it is reported from Ibn 'Abbas (may Allah be pleased with him) that he said: "The people were commanded to make their last visit to the House, except that this was made easier for the menstruating woman." From these two noble hadiths, you learn the ruling on the farewell circumambulation. 'Umrah resembles Hajj because it is a lesser Hajj.
The menstruating woman has no farewell circumambulation required of her, and the same applies to the woman with post-natal bleeding, because she is like her in the ruling. And success is from Allah.
