The questioner : The Messenger of Allah (peace and blessings be upon him) said: What is the meaning of this? May Allah reward you?
The Shaykh : The meaning of this is
That the Prophet (peace and blessings be upon him) designated the miqat boundaries. He designated Dhul-Hulayfah for the people of Madinah, al-Juhfah for the people of Sham, Yalamlam for the people of Yemen, and Qarn al-Manazil for the people of Najd. He said: “They are for their people,” meaning these miqat boundaries are for the people of these lands, “and for anyone who passes through them who is not of their people,” meaning anyone who passes through these miqat boundaries who is not from their people. So the people of Madinah enter the state of ihram from Dhul-Hulayfah when they intend to perform Hajj or 'Umrah. And if someone from the people of Najd passes by way of Madinah, he enters the state of ihram from Dhul-Hulayfah because he passed by the miqat. Likewise, if someone from the people of Sham passes by way of Madinah, he enters the state of ihram from Dhul-Hulayfah because he passed by it. And likewise, if someone from the people of Madinah comes from the direction of Najd and passes by Qarn al-Manazil, he enters the state of ihram from it. This is the meaning of His saying: “and for anyone who passes through them who is not of their people.” Whoever reflects on these miqat boundaries will find in them two benefits. The first benefit is the mercy of Allah (Glorified and Exalted is He) toward His servants, in that He made a miqat for every direction along their paths, so that it would not be difficult for people to gather from every direction at a single miqat. The second benefit is that the designation of these miqat boundaries before these lands were conquered is a sign for the Prophet (peace and blessings be upon him), in that this implies that these lands would be conquered and that people would come from them to face this House for Hajj and 'Umrah. For this reason, Ibn 'Abd al-Qawi said in his famous Daliyyah poem: “And the timing of them is among the miracles of our Prophet, by designating them before the conquest of Ma'dad.” May Allah’s prayers and peace be upon him. The questioner: May Allah reward you.
