Q1: Is it permissible to take the endowment (for example, to complete the mosque) and spend it on the poor, given that this endowment is designated for building the mosque?
A1: If the endowment is for a specific entity—such as a mosque, for example—it is not permissible
to divert it to others, unless the benefits of the endowed mosque are cut off, such that no one prays in it due to the lack of residents around it. In that case, it is transferred to another mosque through the competent official authority. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
