Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed the question received from the General Director of Endowments in the Central and Eastern Region, addressed to His Eminence, the Head of the Departments of Scientific Research and Ifta, Da'wah and Guidance, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (1813\2) and date 9 \ 11 \ 1392 AH. The question is:
Is it permissible to carpet the mosque of Shaykh: Abdullah ibn Abd al-Latif with the proceeds from the endowments of Suwaima?
After the Committee studied the question, it wrote the following answer: Since the endowment is for the fasting persons, it is not permissible to purchase carpeting for the aforementioned mosque from its produce. Rather, what remains from the needs of Shaykh's mosque for the fasting persons should be spent on other fasting persons in other mosques; in order to preserve the intention of the endowers; because the text of the endower is like the text of the Lawgiver in understanding and implication. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
