Q: He asks about prayer, Hajj, and fasting: does it apply to him, and he is twelve years old?

A: A male becomes accountable when he is mature and of sound mind. Maturity is attained by completing fifteen years of age, or by the growth of coarse hair around the private parts, or by the emission of semen during a wet dream or due to desire. A female is distinguished from a male by menstruation. If coarse hair grows around the private parts or if semen is emitted due to desire, she becomes accountable, even if her age is less than fifteen years. When one reaches maturity, fasting, Hajj (with the ability to perform it), and prayer become obligatory. It is prescribed for him to pray and fast before that if he is seven years old or older and is able to fast. As for zakah, it is obligatory on his wealth absolutely if it reaches the nisab and a lunar year has passed over it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
