Q: There are a number of endowments in the Qassim region, and their endowers have specified that they are to be spent on charitable works. Since the charitable group for teaching the Noble Qur'an in Qassim is tasked with teaching the Book of Allah (Glorified and Exalted is He) and supervising Qur'anic lessons in the mosques, and this group is in urgent need of financial assistance because it relies on paying stipends to teachers and students, which requires large sums of money, we ask your Eminence to provide a fatwa on the permissibility of allocating these endowments to the charitable group for teaching the Noble Qur'an, if you deem it so. We also hope that, if you find it permissible to allocate them, you will encourage the endowers and the trustees of the endowments to
allocate their endowments or their proceeds to the aforementioned group in the town where it is located, so that it may use these endowments to fulfill its mission as required. May Allah guide everyone to what He loves and is pleased with.

A: If the situation is as described, namely that the endowers have specified that the proceeds of these endowments are to be spent on charitable works, then it is permissible to allocate them, or a portion of them, to the group for teaching the Qur'an, for stipends or rewards for teachers, scribes, and janitors, and the like of what relates to teaching the Qur'an, or teaching Islamic knowledge. This is to be done after repairing and maintaining the endowment from its proceeds. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
