The questioner : He says: A man entered the state of ihram for 'Umrah and, on the outskirts of Makkah, was involved in a traffic accident. He was transported to the hospital, where he sustained injuries that prevented him from performing the 'Umrah. What is required of him, O honorable Shaykh?

The Shaykh : The problem is that this has already happened, so I do not know what the man did. Let us say that the man exited the state of ihram and cancelled the 'Umrah. In that case, it is obligatory for him to offer a sacrificial animal, as Allah the Exalted said:
And complete the Hajj and 'umrah for Allah وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[Al-Baqarah 2:196]
And complete it for us, my son, complete the verse, please.
And complete the Hajj and 'umrah for Allah. But if you are prevented وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ فَإِنْ أُحْصِرْتُمْ
[Al-Baqarah 2:196]
Meaning: you were prevented from completing them.
what can be obtained with ease of sacrificial animals فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
So this man must now slaughter a sacrificial animal in Makkah and distribute it among the poor. Yes.
