Q2: If we do not find any of the categories of zakah recipients in the agricultural areas to give it to, and we are forced to transport it, is the cost of transport deducted from the zakah, or does the farmer bear it?
Vol. 2 : It is obligatory to deliver the zakah in full to one of the eight categories, and it is not obligatory to arrange them in order or to distribute it among all of them, and delivering it to them is obligatory, and nothing may be taken from it as a fee for delivering it or the like, and if he delivers it to the Muslim treasury as zakah, the payer is absolved of the obligation. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
