The time for prayer has entered and the traveler has not found water

Machine translationRead the Arabic original
The second question of fatwa number (11291)
Q2: If I am traveling and the time for the midday prayer enters, and I have no water with which to perform ablution, and there are about two or three hours between me and the town ahead of me, such that I will reach that town before the time for the midday prayer ends, should I perform dry ablution and pray, or should I wait until I reach the town?
A2: Praise be to Allah alone, and peace and blessings be upon His Messenger, his family, and his Companions.. And after: When the time for prayer enters, it is obligatory for the one who is accountable to seek water, so if he
does not find it, he performs dry ablution and prays, and he does not wait to reach the next town, except if he is earnest in his journey, in which case he may delay the prayer until the end of its time. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
